Job Description Requirements

When you submit a job description to Human Resources for the purpose of listing positions, creating new positions, or requesting classification review, remember to include the four elements described below (as appropriate) before sending your job descriptions to us.

1. Essential functions & PEMs

In July 1998, we asked you to begin identifying essential functions (by the use of an asterisk) on the job description and including an updated PEM each time you submitted a job description. A job function is considered essential if any of the following apply:
Performance of the function is an essential reason for the job existing.
A limited number of employees are capable of performing the function.
Then function is highly specialized, requiring unique expertise or abilities.

2. Background Check Requirements

Those positions requiring criminal background checks must include the following statement, 'This position requires a criminal background check.' at the bottom of the job description. If responsibilities include cashiering or the handling of cash (other than petty cash), checks, or credit cards, include this statement, 'This position requires a criminal background check including credit check for bonding purposes.'

3. Driving Requirements

If the position requires driving a University vehicle or one's own vehicle, that task should be described in the job description (just as you would any other task) and the following statement should be included at the bottom of the job description, 'This position requires a DMV check for valid driver's license and driving record.' If driving is preferred include this statement, 'Driving is preferred. If driving, a DMV check for valid driver's license and driving record is required.'

4. IIPP Requirements

Finally, one of the requirements of the IIPP program is that all employees follow safety procedures and that managers and supervisors provide all employees with the appropriate safety training. Please add the function/statement below that applies to any job descriptions you are submitting:
For managers and supervisors:
*Provides health and safety training, guidance on safe work practices, provides proper equipment, observes work practices and correct methods, and investigates accidents. Works in a safe and responsible manner while not putting self or others at risk. This includes complying with applicable policies and regulations; using personal safety gear; observing warning signs; learning about potential hazards; and reporting unsafe conditions.
For employees who do not supervise:
*Works in a safe and responsible manner while not putting self or others at risk. This includes complying with applicable policies and regulations; using personal safety gear; observing warning signs; learning about potential hazards; and reporting unsafe conditions.

Job Packages

Each position should have a job package. A job package consists of:

  1. the job description,
  2. the Physical/Environment/Mental Demands (PEM) form, and
  3. the performance standards for that specific position.

The focus of the Job Package Project is to:

  • update these packages to make sure they reflect the current range of responsibilities, are written according to recommended University formats, and include all required data;
  • ensure that all employees have a copy of their job package; and
  • encourage managers and employees to review and update these packages annually before conducting performance evaluations.

Procedural Changes

Beginning July 1, 2000 there will be two procedural changes related to job packages:
Listing positions for lateral transfer or recruitment
You will be required to submit updated job descriptions (complete with all required elements) and PEM forms to Judy Ross along with your requests that she list positions for recruitment. On their first day of work, you will be expected to 1) review the job descriptions with employees and have them sign the descriptions and 2) review the corresponding updated performance standards with the employees who fill these positions.

Classification Review

Any job descriptions you submit to Brenda Greenwood for (re)classification review must also include all the required elements and a PEM form. Incomplete job descriptions will be returned to you for completion.

Required Elements to Address in Job Descriptions

The items listed below must be included in all job descriptions. For details refer to the chapter on Classification in your Guide to Managing Human Resources and go to the article in the blue section with the title Job Description Requirements.

Identify the essential functions.

Identify any background check requirements (more information can be found in the Employment chapter, blue section page 21).

Identify any driving requirements.

Include the applicable IIPP Requirements statement.

Some Tips for Completing PEM Forms

Guidelines

Below are some guidelines to apply and a glossary to refer to when completing PEM forms.

PEMs should be completed with the goal of reflecting the reasonable range of physical and mental activities the employee might be expected to perform. The ratings should be based on the position, not on any potential accommodations that you might consider.

In the Physical Demands section of the form you must complete both categories. If you have marked the "0" column of the "hours at one time category", you don't have to mark the "<1" column of the "total hours per day" category.
In the Mental Demands section of the form the rating of "1" may be interpreted as never. If the employee is not expected to perform one of the demands, rate it as "1".

In the Mental Demands section of the form the rating (between 1 and 5) should be based on the degree of complexity of the mental demand; in other words, what is mentally demanded of the employee. The rating is not based on:

  • how well you expect the employee to perform (i.e. satisfactory, excellent, etc.).
  • how frequently a task is performed. For example, if you are only called upon to write letters a few times a year, but those letters involve communicating highly complex issues, the rating should probably be a "4" or a "5".
  • how important it is to perform the demand, or how important the employee is to the organization.
  • the employee's level of authority.

In the Mental Demands section of the form, under demand "I. Interact with public or co-workers in written form" a log is not a type of memo.

Standard Definitions of Physical Activity

Here are some useful definitions to refer to when completing a PEM form.

Bending/Neck:

Angling the head forward and downward or upward

Bending/Waist:

To flex upper trunk forward (knees extended)

Climbing:

To ascend or descend ladders, scaffolding, stairs, poles, inclined surfaces/elevated surfaces.  Note if elevator is available

Crawling:

To move entire body along a surface with hip/knee flexion and arm extension/flexion

Driving

Driving cars, trucks, forklifts and other equipment.  Does not include driving to/from work

Fine Manipulation:

Use of the fingers independently, rather than the entire hand

Grasping:

Gripping an object with the hand
Simple grasp requires only the force to hold the object
Power grasp required when an additional force is being applied to the object grasped

Kneeling:

Bending the legs at the knees to come to rest on the knee or knees

Pulling:

To draw towards oneself, in a particular direction, or into a particular position

Pushing:

To exert force on or against an object in order to move it away

Reaching:

To position arms with any degree of elbow flexion; extending hands/arms away from body

Repetitive Hand Use:

Repeated set of similar motions of the hand constantly for at least 15 minutes

Repetitive movement: foot

Operating a foot control or pedal in a repetitive manner; for example, the pedal on a hospital bed, a drill press, or the hydraulic pedal on certain lawn mowers.  Using the pedal on a regular automobile is not considered repetitive

Sitting:

Remaining in a normal seated position

Squatting:

Bending the legs at the knees with pressure on the balls of the feet and with buttocks resting on the back of the heels and/or the back of the calves

Standing:

Remaining on one's feet in an upright position at a workstation without moving about.  Arms and/or upper body may be in use

Twisting:

Turning the body partly around from a stationary position such as standing, sitting, kneeling or reclining.  At waist if pivot point is hip/waist.  At neck if pivot point is neck/head

Walking:

Moving by using the feet and taking alternate steps

RSSP Classification Review Process

I. When do positions require a classification review?
When requesting a review for possible reclassification
Before listing a position for recruitment

II. Which classifications are reviewed by the Student Affairs Committee?
The following general classifications are reviewed by the SA classification Review Committee, and must be submitted to Shannon Lee at least five working days before the end of the calendar month.

  • Administrative Analyst/Specialist Series (Asst. Admin Analyst, Administrative Specialist, Administrative Analyst, Sr. Administrative Analyst, Principal Administrative Analyst.)
  • Clerical/Administrative Series
  • Programmer/Analysts I-II
  • Student Affairs Officer I-V

Computer Resourse Specialists, Programmer/Analysts III-V and MSPs have their own classification processes; Brenda Greenwood will preview and forward the classification reviews for these series.

III. What does a complete classification review request packet contain?

A completed classification review packet contains some or all of the following (refer to the "Classification Review Request Packet Checklist" after Section V):

  1. Campus Classification Request Form (http://hrweb.berkeley.edu/forms/classrequest.doc).
  2. Completed Job Description Template (http://hrweb.berkeley.edu/forms/jobdesctemplate.doc).
  3. A current job description (see "Job Description Requirements" in the blue Classification section of your Management Guide) which includes the following criteria:
    • Must be no longer than 3 pages
    • Essential job functions are marked (contact Elysse Paige for assistance)
    • Duties are to be written out in paragraph form, and not with bullets
    • Duties and responsibilities are listed in descending order of importance and the percentage of time allocated is for each
    • Describes supervision exercised
    • Indicated position controls held by the employee - defines the authority and/or responsibility to make decisions and the impact of such on the department and/or campus; also indicates to whom recommendations are made
    • Includes the proper IIPP statements (see "Job Description Requirements")
    • Includes Background Check and/or Driving Requirements statement (as applicable - contact Dee Palacios for assistance at 2-2311 or deepals@berkeley.edu)
  4. A PEM form (contact Elysse Paige for assistance at 3-6701 or epaige@berkeley.edu)
  5. All required forms are signed and dated
  6. Current organizational chart
IV. What are the deadlines for submitting a classification review request packet? (These deadlines do not apply to positions that are being tested for recruitment - see Section V below)

Since each complete classification review request packet must be sent out to the SA classification committee by the end of each month, supervisors must turn in the complete classification packet to Shannon Lee at least five working days before the end of the month. This deadline applies to all packets, including packets that do not go to the SA committee for review. The packet will be reviewed and the manager will be contacted if anything is missing or incomplete.

Example: Shannon receives a packet by Tuesday, April 23, 2004. The packet will be reviewed and then submitted to the SA committee (if applicable) by April 30, 2004. The effective day for the new classification will be May 1, 2004.

V. What are the deadlines for submitting a recruitment classification review packet?

A request packet is also required for positions for which you will be recruiting. These job packets can be submitted at any time during the month since these packets will be reviewed internally rather than by committee. However, recruitment cannot begin until the internal review process is complete.

  • New position if there are changes in duties: include items #1-4 from Section III.
  • Replacement position with no change in duties: only the signed job description and complete PEM form need to be submitted

RSSP Classification Review Process Update

The campus Office of Human Resources has created a new template for classification reviews. Effective May 1, 2004, all RSSP positions submitted for classification review, including MSP technical positions, must use the two new campus forms.

The Campus Classification Requests form can be downloaded from http://hrweb.berkeley.edu/forms/classrequest.doc and the new Job Description Template can be found at http://hrweb.berkeley.edu/forms/jobdesctemplate.doc and will also be posted under The Insider, under Human Resources, in the Forms section.

Please remember that classification review request packets must be submitted to Shannon Lee at 2610 Channing Way, MC 2272 or at shannlee@berkeley.edu at least five working days before the end of the calendar month (except for job packets that have to be reviewed for recruitment, which can be turned in at any time of the month; see Section V of the attached "RSSP Classification Review Process"). Recruitment cannot begin until the review of the request packet is complete.
